Owens Strengthens Leadership With New Vice President of Human Resources Selection

Eugene Lapko Owens Community College is strengthening its leadership by naming Eugene Lapko to the position of Vice President of Human Resources. The recommendation for Lapko to serve as the College's new Vice President of Human Resources was approved during the Owens Community College Board of Trustees meeting on August 10.

In his new leadership role, Lapko will oversee all facets of the College's daily operations within the Office of Human Resources and provide strategic vision and overall management for human resources functions.

"Owens Community College is proud to welcome Eugene Lapko as the new Vice President of Human Resources," said Christa Adams, Ph.D., President of Owens Community College. "Eugene is a visionary with extensive human resources leadership and management experience in higher education. He will be a strong asset to the College."

In addition, his responsibilities will entail supervising and managing the College's labor relations, training and development, employee benefits/compensation, and employee relations and staffing.

"Owens Community College provides an outstanding educational opportunity for its students," Lapko said. "I am excited to join Owens with its national reputation for academic excellence and look forward to being a part of the College's mission and vision for the future."

Since December 1998, Lapko has served as the Executive Director of Human Resources for St. Clair County Community College in Port Huron, Michigan. While at St. Clair, he was responsible for providing strategic human resources direction and leadership to the President and the academic institution. Lapko served as the chief spokesperson for all the organization's bargaining units, including contract administration, discipline, grievance resolution, mediation, fact-finding and arbitration.

In addition, he represented the community college as an internal consultant regarding human resources policies, procedures and tactics, and as a liaison with legal counsel for the labor and employment law. Lapko also was the Compliance Officer for Equal Employment Opportunity, the Americans with Disabilities Act, Affirmative Action and diversity issues, and was Chair of the Minority Affairs Advisory Council/Employment Subcommittee.

Prior to St. Clair, Lapko spent four years as Corporate Manager of Compensation and Benefits at NSK Corporation in Ann Arbor, Michigan. His primary responsibilities included overseeing the annual update of salary structure and job evaluations and Chairing the Compensation Committee. During his tenure, he was instrumental in redesigning the Performance Management Program and overseeing UAW contract negotiations. Lapko also served as Director of Personnel Services for Oakland Community College in Bloomfield Hills, Michigan from 1986-96.

A resident of Kimball, Michigan, Lapko earned his master's degree in personnel management from Central Michigan University and a bachelor's degree in industrial management from Lawrence Technological University. His educational background also includes certification as a Certified Compensation Professional from the American Compensation Association.
