Title IX Reporting
Any person may file a complaint regarding allegations of sexual misconduct.
How to Initiate a College Complaint
- Email the Title IX Coordinator
- Complete and submit an online Incident Reporting Form (available 24/7)
How to Initiate a Criminal Complaint
- Call 9-1-1, or
- Report to the College Department of Public Safety
- Toledo-area Campus (Alumni Hall): Call (567) 661-7575
- Findlay-area Campus (Public Safety Building): Call (567) 429-3586
Note: If the incident did not occur on College-controlled property or at a College-sponsored event, report it to local law enforcement. If the reporting party files a report with off-campus law enforcement and the incident affects campus, a College Complaint should be initiated.
Confidential Alternatives to Criminal or College Complaints
A confidential report will not result in a report to law enforcement or a College investigation.
- Counseling Services: Students can share information confidentially with licensed Owens counselors by calling (567) 661-7028.
- Employee Assistance Program (EAP): Information can be shared through the EAP by calling (800) 854-1446.
- YWCA Representative: Information can be shared confidentially. The YWCA representative can be reached by calling the YWCA HOPE Center 24/7 Hotline at (866) 577-7273 to connect with a campus advocate.
- Anonymous Reporting/Silent Witness Option: Victims or witnesses can report crimes confidentially to the Owens Department of Public Safety by submitting an online Silent Witness Form.
Victims or witnesses can report non-criminal complaints (involving a violation of the College Title IX/Sexual Misconduct Procedures and Guidelines) confidentially (by not providing any identifying information) using the online Incident Reporting Form.
Such reports can be helpful in initiating remedial measures for the campus community at large, even in the absence of an investigation. Additionally, if enough information is given to determine a crime has occurred, such crime(s) will be reported as an occurrence within the publicly-distributed Annual Crime Statistics for the College.

Mandated Reporters
The College has identified employees on campus that are classified as Mandated Reporters. These employees have been appropriately trained and report all known incidents of sexual misconduct to the Title IX Coordinator.
Resources
Owens Counseling Services
Services are available to all students and are scheduled by calling (567) 661-7028.
Counseling services provided:
- Crisis support
- Confidential student consultation, mental health assessment, counseling, education, prevention, outreach and linkage to community resources
- Referrals to community agencies for support and guidance, depending on the student’s desire for additional help, staff capacity and health insurance available for the student
Employee Assistance Program (EAP)
Services are available to all employees and can be accessed through the intranet by going to “Human Resources” and then “Benefits,” or by calling (800) 854-1446 or (800) 999-3004 TTY/TDD.
EAP services provided:
- Confidential online resources
- Confidential online and in-person counseling sessions (related to life, family and health crises involving stress and depression)
- Advice and counseling from nurses and other medical professionals
YWCA Representative
Services from our on-campus community partner, the YWCA, are available to all students, faculty and staff. The YWCA representative can be reached by calling the YWCA HOPE Center 24/7 Hotline at (866) 557-7273 to connect with a campus advocate. The representative has limited hours but will accommodate any needs.
YWCA representative services provided:
- Crisis support
- Confidential advising to services, support, and processes both at the College and in the community.
- Assistance with the legal options, the College’s Title IX process and/or the discipline process, which may include preparations, attendance during interviews, etc.
