Student Right to Know (SRTK) Act
Purpose
The Student Right to Know Act is a federally mandated public disclosure of a college’s Completion Rate and Transfer Rate. The purpose is to provide students and families with clear, comparable information to help them make informed decisions when choosing a college. All colleges nationwide are required to disclose these rates.
Outcomes
SRTK rates are based on a cohort study—a group of first-time, full-time, degree-seeking freshmen enrolled in a fall term. Their progress is tracked over a defined period to measure two primary outcomes:
- Completion: The number of students in the cohort who earn a degree, certificate or complete a two-year transfer-preparatory program.
- Transfer: The number of students in the cohort who did not complete their degree, certificate or program, but enrolled at another institution.
Cohorts are tracked for three years, after which the SRTK rates are calculated and made public.
Limitations
While SRTK provides a standardized measure of college effectiveness nationwide, there are important limitations to understand:
- Cohorts can be relatively small compared to the entire college population, so rates may not fully represent all student outcomes.
- Community colleges often serve students with diverse goals beyond transferring, which may not be fully reflected in SRTK rates.
- Data collection can be challenging. Because there is no central, nationwide clearinghouse for transfer information, transfer-out rates may not be fully accurate.
SRTK rates are reported annually through the IPEDS-GRS (Integrated Postsecondary Education Data System–Graduation Rate Survey). Although IPEDS also tracks part-time students over six years, SRTK rates focus only on full-time cohorts after three years.
Compliance
In accordance with the Student Right to Know and Campus Security Act of 1990, Owens Community College makes its completion and transfer rates publicly available to all current and prospective students.
